I've come up with this naive circuit that powers a comparator with the battery voltage since it's typically higher than the charger's.
By measuring the voltage across the battery, its remaining capacity can be preliminarily estimated. The constant current discharge method is a more accurate battery capacity test method. Connect the battery to a certain load and discharge it at a constant current until the battery voltage drops to the predetermined cut-off voltage.
In the simplest case, you can look at the data’s minimum value and compare that with the system’s safe operating voltage level, aka the critical level. If the battery voltage approaches the critical level during the test, you can warn the system’s user that it is time to replace the battery.
Short answer: Accurately determining the amount of charge left in a battery is no easy task, but there are a few methods that can be used, including estimation based on voltage, estimation based on current (Coulomb Counting), and estimation from internal impedance measurements.
MarkT: Real life batteries have lower capacity at higher currents, so you might have to correct for that, and capacity falls with time (self-discharge) and depends on temperature too. You'll probably want to use the battery voltage as well, to reliably detect the onset of full discharge as the coulomb-counting isn't highly accurate.
